Arabic وَلَوْ أَنَّ قُرْآنًا سُيِّرَتْ بِهِ الْجِبَالُ أَوْ قُطِّعَتْ بِهِ الْأَرْضُ أَوْ كُلِّمَ بِهِ الْمَوْتَىٰ بَل لِّلَّهِ الْأَمْرُ جَمِيعًا أَفَلَمْ يَيْأَسِ الَّذِينَ آمَنُوا أَن لَّوْ يَشَاءُ اللَّهُ لَهَدَى النَّاسَ جَمِيعًا وَلَا يَزَالُ الَّذِينَ كَفَرُوا تُصِيبُهُم بِمَا صَنَعُوا قَارِعَةٌ أَوْ تَحُلُّ قَرِيبًا مِّن دَارِهِمْ حَتَّىٰ يَأْتِيَ وَعْدُ اللَّهِ إِنَّ اللَّهَ لَا يُخْلِفُ الْمِيعَاد zoom

Generally Accepted Translations of the Meaning
Muhammad Asad Yet even if [they should listen to] a [divine] discourse by which mountains could be moved, or the earth cleft asunder, or the dead made to speak - [they who are bent on denying the truth would still refuse to believe in it]! Nay, but God alone has the power to decide what shall be. Have, then, they who have attained to faith not yet come to know that, had God so willed; He would indeed have guided all mankind aright? But as for those who are bent on denying the truth-in result of their [evil] deeds, sudden calamities will always befall them or will alight close to their homes; [and this will continue] until God's promise [of resurrection] is fulfilled: verily, God never fails to fulfil His promise zoom

Bijan Moeinian The disbelievers (who ask for a miracle) would not have believed, even if this Qur’an had made the mountains to move, the earth to open up or the dead to speak (as it happened in the case of the previous prophets.) God is in control of everything. It is too soon for the believer to be disappointed (that an undeniable miracle is not being sent.) If God wills, He can guide all the people (which, by the way, happened in their own life time when after the fall of Mecca, disbelievers embraced Islam by groups.) The disbelievers will continuously suffer directly (as it happened battle after battle) or indirectly in account of their own mischief. Further, do those whose hearts have been touched with the divine hand not realize that had Allah willed He could have guided mankind as a whole to His path of righteousness!
